  • Daniela Schwarzer is a leading expert on European and international affairs and has had a 20-year career at renowned think tanks, foundations and universities.

    Since May 1, 2023 she is a member of the Executive Board of the Bertelsmann Stiftung. Previously, she served as Executive Director for Europe and Central Asia at the Open Society Foundations, the world’s largest foundation working to strengthen the rule of law, democracy and open societies.

    In 2021, she was appointed honorary professor of political science at Freie Universität Berlin. In autumn 2022, she was a visiting professor at Harvard University, with which she has also been affiliated as a senior fellow.

    From 2016 to 2021, Daniela Schwarzer ran the German Council on Foreign Relations (Deutsche Gesellschaft für Auswärtige Politik, DGAP) as Director and CEO.

    Prior to that, she served on the executive team of the German Marshall Fund of the United States as rasearch director and lead its Berlin office and Europe program. From 2004 to 2013, she worked for the German Institute for International and Security Affairs, where she headed the Europe research group beginning in 2008. From 1999 to 2004, she was an opinion page editor and France correspondent for the Financial Times Deutschland.

    Daniela Schwarzer is regularly consulted as an expert and policy advisor. She was co-rapporteur of the working group on EU reform and enlargement, convened by the French and German governments, which submitted its report in September 2023. From 2020 to 2022, served as special advisor to the High Representative and Vice-President of the European Commission Josep Borrell. She also advised France and Poland during their respective EU presidencies and was a consultant to the French governme. She is a member of the supervisory boards of BNP Paribas and Covivio, an honorary board member of DGAP and a non-executive board member of the Jacques Delors Institute/Centre (Paris, Berlin) and a Council member of the European Council on Foreign Relations (ECFR). In 2017, she was inducted into the French Legion of Honour.

    Seit dem 1. Mai 2023 ist sie Mitglied des Vorstandes der Bertelsmann Stiftung. Zuvor war sie Executive Director für Europa und Zentralasien bei den Open Society Foundations, der weltweit größten Stiftung, die sich für die Stärkung von Rechtsstaatlichkeit, Demokratie und offenen Gesellschaften einsetzt. Im Jahr 2021 wurde sie zur Honorarprofessorin für Politikwissenschaft an der Freien Universität Berlin ernannt. Im Herbst 2022 war sie Gastprofessorin an der Harvard University, mit der sie auch als Senior Fellow verbunden ist.

    Von 2016 bis 2021 war Daniela Schwarzer Direktorin und Geschäftsführerin der Deutschen Gesellschaft für Auswärtige Politik. Davor war sie als Forschungsdirektorin im Vorstand des German Marshall Fund of the United States tätig und leitete dessen Berliner Büro und Europa-Programm. Von 2004 bis 2013 arbeitete sie für die Stiftung Wissenschaft und Politik, wo sie ab 2008 die Forschungsgruppe Europa leitete. Von 1999 bis 2004 war sie Redakteurin der Meinungsseite und Frankreich-Korrespondentin der Financial Times Deutschland.

    Daniela Schwarzer wird regelmäßig als Expertin und Politikberaterin konsultiert. Sie war Co-Berichterstatterin der von der französischen und der deutschen Regierung einberufenen Arbeitsgruppe zur Reform und Erweiterung der EU, die ihren Bericht im September 2023 vorgelegt hat. Von 2020 bis 2022 war sie Sonderberaterin des Hohen Vertreters und Vizepräsidenten der Europäischen Kommission Josep Borrell. Außerdem beriet sie Frankreich und Polen während ihrer jeweiligen EU-Ratspräsidentschaft und war Beraterin des Centre dʼAnalyse Stratégique des französischen Premierministers. Sie ist Mitglied der Aufsichtsräte von BNP Paribas und Covivio, Ehren-Vorstandsmitglied der DGAP und Mitglied des Beirats des Jacques Delors Instituts/Centres (Paris, Berlin) und des European Council on Foreign Relations (ECFR). Im Jahr 2017 wurde sie in die französische Ehrenlegion aufgenommen.

    De 2016 à 2021, elle a été directrice de l’Institut allemand des relations extérieures (Deutsche Gesellschaft für Auswärtige Politik, DGAP). Auparavant, elle a été directrice de la recherche du German Marshall Fund of the United States et a dirigé le bureau de Berlin ainsi que le programme Europe. De 2004 à 2013, elle a travaillé pour l'Institut allemand pour les affaires internationales et de sécurité (Stiftung Wissenschaft und Politik, SWP), où elle a dirigé le groupe de recherche sur l'Europe à partir de 2008. De 1999 à 2004, elle a été rédactrice de la page d'opinion et correspondante pour la France du Financial Times Deutschland.

    Daniela Schwarzer est régulièrement consultée en tant qu'experte et conseillère politique. Elle a été co-rapporteure du groupe de travail convoqué par les gouvernements français et allemand sur la réforme et l’élargissement de l'UE, qui a soumis son rapport sn septembre 2023. De 2020 à 2022, a été conseillère spéciale du haut représentant et vice-président de la Commission européenne Josep Borrell. Elle a également conseillé la France et la Pologne pendant leurs présidences respectives de l'UE et a été consultante auprès du Centre dʼAnalyse Stratégique du Premier ministre français. Elle est membre des conseils de surveillance de BNP Paribas et de Covivio, membre honoraire du conseil d'administration de la DGAP et membre non exécutif du conseil d'administration de l'Institut/Centre Jacques Delors (Paris, Berlin) et membre du Conseil du Conseil européen des relations étrangères (ECFR). En 2017, elle a été intronisée dans la Légion d'honneur française.
